All Leads in Report weather they have activities or not

Documentation Create a Custom Report Type

Select Lead as the Primary object and then "with or without" related Activities
For that you will need to create a custom report type with Leads as the Primary Object and Activities as the related secondar object
Navigate to Setup - Report Types and Click New Custom Report Type
Primary Object - Leads
Complete other required fields and click Next and select Activities under object relationships with relationship "A" records may or may not have related "B" records.
Save the report type
Now use this report type to create your report, this report will show All Leads with or without activities

Create a new report by Selecting Report type as ---Activities with Lead---then write the below filter criteria:-
Show:- All Activities / Specify the Appropriate Date Range Please refer the below highlighted.
