As a non-Admin, can I be granted access to Sandbox to build in Lighting Flow?

I am hoping to build some automations within Lighting Flow to better understand and build our business case for automation -- I am not an Admin. 
Is it possible to grant a normal user access to Sandbox for Lighting Flow testing?
Any considerations?

Yes is the simple answer.
If the sandbox is new, the user should already be in there, you will just have to change their email and make sure their user is active!
You can change their profile, or use a different users licence if needs be, as its in sandbox and wont change anything in production.

Awesome, thank you!  In follow up, specifically regarding permissions for building in Lighting Flow, are there any special considerations that would limit granting access (number of licenses, etc)?

I mean if theyre an existing user in production, they should already have a licence in sandbox. So there shouldnt really need to be anything apart from permissions. You will need to give them the correct permissions to do whatever they need to test in sandbox.
This can be done through profile or permission set.

You will have to enable Flow User in the User's profile and ensure they are able to View Setup

Other than that, the only limitations the User would encounter are any object or field level permissions. If you can't see a field in the environment, you still wouldn't be able to access it in Flow Builder
