Deleting a user's task?

Hey guys, 

Strange thing happening to my colleague. He can't delete his old tasks assigned to him:

I am an admin user. He is a standard user so technically he is below me. I am aware of the following conditions needed to delete a task:
  • Have the “Edit Tasks” and “Edit Events” permissions
  • Be assigned to the activity, or
  • Be above the user assigned to the activity in the role hierarchy, or
  • Have the “Modify All” object-level permission in the related record, where the sharing model for that record is “Controlled By Parent,” or
  • Have the “Modify All Data” permission
Where can I go to enable he has all of these permissions?

I believe the issue is that users cannot delete tasks from the home page.  They need to either go to each activity or go to the Activities tab (you have to create the activities tab) or go to the url: https://na3.salesforce.com/007  where na3 is your salesforce instance

Hmmm I'm not sure if I like that feature! What do you mean when you say they have to go to the activity itself? To delete it? Or to complete it?

They have to actually go to the activity by clicking the subject (which is a hyperlink to the activity).  Then there should be a Delete button at the top of the activity assuming they have permissions.
