I'm missing a report

I am a full admin in our org.  We have two reports that can no longer be accessed.  We receive this message: 

Data Not Available
The data you were trying to access could not be found. It may be due to another user deleting the data or a system error. If you know the data is not deleted but cannot access it, please look at our support page. 

The reports are not in the recycle bin.  Looking at the support page got me nowhere.  Any ideas?

Some things to check:
  1. Object / field level security (similiar to https://success.salesforce.com/answers?id=9063A0000019UcvQAE but applied differently)
  2. Was a lookup field on the objects in the report recently changed to Master Detail? (This will invalidate existing report types)?
  3. If it's a custom report type, is the report type deployed?
  4. Was the report moved from a public folder to a user's personal report folder (if you accessed it from a bookmark or link for example)?
Let me know if one of these solves the mystery for you.

Hi Anthony, 
So it was in a users personal folder. I've realized from this that one of my profiles allows users to change the folder a report is saved in, but everywhere I check the settings don't look like that should be allowed.  Thoughts?

In the users profile is the box checked for Manage Reports in Public Folders?
