Give this a try...

IF(ISBLANK(Interest_Clean_Date__c), 0, 1) +

IF(Interest_Clean_Date_N_A__c, 1, 0) +

IF(Use_Current_Date__c, 1, 0)

<> 1

Do you want them to check one of the two checkbox fields (but prevent them from checking both) if the Interest_Clean_Date__c field does not contain a value ?

...or are are you trying to do something different ?

No i need them to choose one of the three but only one.  As is the rule requires one but is allowing two or three.
