SFDC Technical Support

A SFDC sales support person told me today that their Technical Support is "undergoing changes."  She said they basically are no longer answering their Standard Support phones, but are instead only responding to CASES?  Is this true?  (I'm inclined to believe her because I call Technical Support six times today.  They never answered their phones even after an extensive holding period.)  Gee, I remember when Tech Support was their biggest selling feature.
