Additionally, the page up, page down, Home, End & arrow up/down keys should work in Lightning pages, list views and reports. We had this typical keyboard functionality in Classic & not being able to page down/up is a time killer in Lightning!!
I don't like using the vertical scroll bar on the pages, waiting for more pages to populate with the 'waiting icon' is spinning and spinning.

Just reposting what Eric Shih Director, Product Management added on another thread around this topic.
Only left-right tab order is supported on record details in Lightning Experience at the moment. The short answer is because there isn't an easy way to support varying tab order per section in an _accessible_ way. Classic implementation is not accessible and breaks a lot of things in LEX as it manipulates tabindex - which you shouldn't do as it messes with the natural order of the page for various sets of users. There is a longer term solution that I have on the radar to address this and bring support for top-down tab order in Lightning Experience, but it is not something currently prioritized on the immediate roadmap.
The alternative is to re-arrange fields to match the left-aligned tab order at the moment.

Definitely need this functionality to support desired UX. Didn't know this wasn't supported until after my conversion from classic to LEX. Disappointing that the UX won't work as well as desired. Result is either hours of work for page layout changes or much poorer UX. Both are losing propositions.
