To be clear, the way this is currently set up there is no folder structure for Lightning Email Templates. The only ways an admin can allow a user to have full access to email templates is to grant them the "Modify all data" administrative permission. This is unacceptable. Lightning templates are completely unmanageable as it stands.
There should be folders and sub-folders like there are for Macros now. The Salesforce product team needs to understand that the people who create, edit, and delete templates for a company are not usually going to be Salesforce admins. No responsible admin would grant "modify all data" to business users who needs to manage a subset of an organization's templates. That's why it's so important to have a folder structure for templates.

This would be an extremely valuable asset and is preventing the company I work for from transitioning completely to Lighting, as we are still relying on Classic Email Templates to sort by folders (and as we know the HTML fuction in Classic doesn't flow very well with Lightning).
I see this is under Product Team Review - would appreciate an updated ETA from Salesforce staff.
