Actually, the Rich Editor component in Community shares a lot of the described "features" above: select a text, choose a style, nothing happens. One has to deselect the component, double-click it again to enter edit mode, and then it should work. It's probably related to having the toolbar displayed twice, at an unexpected place.
I guess the Rich Content component used by Salesforce globally needs debugging.

You've captured the experience perfectly, Steve! We spend hours trying to get images and fonts and line breaks to display correctly. After three hours one time, a coworker said, "Looks good, can you just add an extra blank line after that text?" I said, "Oh, no, please don't make me go back in. There's no telling what might happen."
Amazing that this is such a problem in a product the caliber of Salesforce. Seems like this would be the easiest problem of all to solve.

Idea: Improved HTML email editor
None of the new features are accessible from the Process Builder, Workflows, or Approval Processes. So essentially they built an awesome resort, and then built a wall and a moat around it.
But hey, it sure is pretty to look at through the barbed wire fence...
