Here is the current status:
* Due to customer feedback we decided to make the utility bar remain left-aligned by *default* in Summer '19. You should see this in all orgs as of June 6, 2019.
* Due to additional customer feedback, we will be releasing a backend option by June 30, 2019 where I can make the utility bar right-aligned in your org (safe harbor). If you would like that configuration, please send me your org ID(s) via email and I'll flip the switch when it's available. We can coordinate details via email. (Note: This configuration will apply to all apps in the org.)
Exposing this option in the app's Setup is planned for a future release (safe harbor). (If you participate in the org-level backend option there will be a transition plan so you can use the app-level Setup option when it's available in a future release.)

"This also impacts our Lightning record pages that were designed based on the assumption that utility bar is aligned to the left. " - I second that. It is impacting almost all of our guided action flows where a user cannot click Next due to CTI overlay.
Having users to minimize CTI widget everytime they take a call, is just bad user experience.
Please reconsider allowing admins to configure utility bar alignment.

Obviously having the ability to align according to an organisations needs are important – the alignment could even vary between lightning apps. Moving Utility bar items from aligned left to aligned right feels counter-initutive for languages which read left to right. UX design follows that items place or aligned on the right have an importance, whereas items on the right and in this case bottom right, risk being missed or ignored.
