I as thinking this morning that perhaps I could create a textbox that is automatically populated with the name of the approver that the user selects in the re-assign approver function. Once this text box has the name that was selected to be the new approver, a validation rule can be set up on it. This should throw an error if the user selects the incorrect approver.

This is still being reviewed after 5 years? I truly don't understand why the simple option to either apply a permission to the reassignment right or to just hide the button isn't standard out of the box. This is a huge hole in the system for us, and one I am tasked with fixing through unorthodox means, at least until SF does something about it.
